BILL SUMMARY:
SB 573 establishes a one-year telecommunications-based
pilot project in Los Angeles County for the purpose of
offering an intensive professional growth program for
teachers in hard to staff schools. The bill appropriates
$1.6 millionfor the purpose of implementing the pilot and
requires the Los Angeles County Office of Education to
contract for an independent extensive evaluation of the
report before continuing or expanding th eprogram.

STAFF COMMENTS:
This bill meets the criteria to be placed on the Suspense
file.
A hard to staff school is defines as one in which 20% of
the teachers are serving under an internship emergency
permit, or a waiver granted by the Commission on Teacher
Credentialing, or have taught less than two years. CTC
reports that the most recent data (1996-97) shows that
approximately 24,051 emergency permits have been issued
statewide. Of those, 11,384 were issued to applicants
teaching in Los Angeles County.
